Quick answer
- What the LTO asks for depends on the transaction. Initial registration, renewal and transfer of ownership each have their own list in the LTO Citizen's Charter.
- Each list includes a third party liability insurance Certificate of Cover (CTPL) that must be electronically transmitted.
- For a private second-hand purchase, the transfer list adds the Deed of Sale and the original Certificate of Registration to the standard documents.
LTO registration requirements depend on your transaction: registering a new vehicle, renewing an existing registration, or transferring ownership after buying a second-hand car or motorcycle. CTPL is required in each. The rest of your documents depend on the vehicle and how you acquired it.
Start with the right checklist. A Sales Invoice belongs in the initial registration requirements for the brand new units listed below. A private second-hand purchase needs a Deed of Sale / Transfer / Conveyance and the Original Certificate of Registration, alongside the standard transfer documents. Magkaiba ang kailangan, kaya tingnan muna kung alin ang para sa iyo.

New vehicle registration: what to prepare
The LTO Citizen's Charter calls this transaction "Sales Reporting and Initial Registration of Motor Vehicles." Accredited dealers and motor vehicle owners may avail of it.
The initial registration Citizen's Charter separates standard requirements from situational requirements. Read both parts. The standard list alone does not cover every vehicle.
Standard requirements
The charter lists these documents:
- Certificate of Stock Report. One electronic copy or one original copy, from the accredited manufacturer, assembler, importer, rebuilder or other entities listed in the charter.
- Appropriate Insurance Certificate of Cover (Third Party Liability). One electronic copy or one original copy. The charter names insurance companies accredited by the Insurance Commission and requires proof of electronic transmission.
- Philippine National Police Highway Patrol Group (PNP-HPG) Motor Vehicle (MV) Clearance Certificate and Special Bank Receipt (SBR). One electronic copy or one original copy. The SBR subrequirement also allows one photocopy. The source listed is the PNP-HPG MV Clearance Division.
- Notarized Affidavit of Undertaking stated therein that all scanned copies are authentic reproduction of the original. One electronic copy or one original copy, from the applicant or client.
- LTO Client/Business ID. One electronic copy or one original copy, from the Land Transportation Management System (LTMS).
The charter's electronic-copy option for a document does not remove the separate requirement for proof that the insurance certificate was electronically transmitted.
Brand new units: add the Sales Invoice
For brand new locally assembled or manufactured Completely Built Units (CBU), imported CBUs and brand new locally imported trailers, the charter lists a Sales Invoice from the accredited dealer. It accepts one electronic copy or one original copy.
Keep this with the standard requirements. The Sales Invoice is an additional document for these categories, rather than a substitute for the Certificate of Stock Report, insurance certificate or other standard items.
Brand new motorcycle with sidecar
The charter adds a Joint Affidavit of Attachment for sidecar executed by the owner and mechanic stating among others the date of completion. It lists one electronic copy or one original copy.
Kung may sidecar ang bagong motor mo, isama ito sa paghahanda. The affidavit specifically involves both the owner and the mechanic. Do not treat it as the same document as the standard Notarized Affidavit of Undertaking.
Vehicles with other registration conditions
Tax-exempt, diplomatic and used imported vehicles have extra requirements in the charter. Use the subsection that matches your vehicle rather than relying only on the brand new unit list above.
The charter also gives office-specific directions. Diplomatic motor vehicles go to the Diliman District Office only. For used imported vehicles, it names New Registration Units and authorized District or Extension Offices with jurisdiction over the port of entry.
Fees are listed in the Citizen's Charter and computed at the LTO cashier. Confirm the applicable charges for your transaction there.
Renewing an existing registration
For renewal, LTO-NCR lists the LTO copy and electronically transmitted appropriate insurance Certificate of Cover, a duly accomplished original Motor Vehicle Inspection Report (MVIR), and an original Certificate of Emission Compliance (CEC), with additional requirements for some vehicles. See how to renew car insurance and LTO registration for the full renewal guide.
Transfer of ownership: buying a second-hand car or motorcycle
Buying a used vehicle means preparing for a transfer of ownership. The charter describes this as a transaction requiring a change of Certificate of Registration (CR) or Certificate of Registration-Encumbered (CRE). It lists authorized District and Extension Offices for this service.
Use the transfer of ownership Citizen's Charter for the complete requirements. As with initial registration, combine the standard list with the situational list that applies to your purchase.
Standard transfer requirements
Prepare these items:
- Philippine National Police Highway Patrol Group (PNP-HPG) Motor Vehicle Clearance certificate. One original copy, from the PNP-HPG Motor Vehicle Clearance Division.
- Duly accomplished Motor Vehicle Inspection Report. One original copy, from the LTO District Office or Extension Office.
- Proof of electronically transmitted appropriate insurance Certificate of Cover (Third Party Liability). One original copy. The charter lists accredited insurance companies as the source.
- Valid Government issued ID of the vendor and vendee. Present an original copy and submit a photocopy. This applies to the seller and buyer.
- Confirmation of Certificate of Registration (CR), if issued by another LTO office outside the concerned Region. Submit one photocopy and present the original.
The charter's accepted ID list includes a Driver's License, Philippine Identification (PhilID) Card and Philippine passport, among other IDs. Check its full list when preparing the seller's and buyer's identification.
The transfer procedure also says a request for electronic confirmation is not required if the transaction is done at the Mother File. Keep that condition in mind when checking the CR confirmation requirement with the receiving office.
For a private car or motorcycle purchase
Under "Private Motor Vehicles / Motor Cycles," the charter adds:
- Deed of Sale / Transfer / Conveyance, one original copy.
- Original Certificate of Registration, one original copy.
These are in addition to the standard transfer requirements. Check that you have the clearance, inspection, insurance proof and both parties' IDs as well as the sale and registration documents.
For the insurance side of a used vehicle purchase, read comprehensive vs CTPL. The transfer charter specifically asks for third party liability insurance proof.
For hire vehicles and tricycles
The charter has a separate category for "For Hire Motorcycles with Side Car / For Hire Motor Vehicles." It lists the original CR or CRE and an original Deed of Sale/ Transfer/ Conveyance with assumption of mortgage with bank's conformity, in case of a CRE.
It also lists an original Motorized Tricycle Operator's Permit (MTOP) for a tricycle. For for hire motor vehicles, it requires a Valid Franchise / franchise confirmation under the new owner's name, with an electronic copy and an original copy.
Inherited vehicles and foreclosure purchases
An inherited vehicle has its own requirements. For an Extra-Judicial Settlement of Estate of Deceased Person, the charter includes the CR, publication documents, civil registry documents and identification. It distinguishes between a Deed of Extra Judicial Settlement of Estate for two or more heirs and Sole Adjudication for one heir.
Foreclosure purchases have separate lists too, including sale, registration and applicable mortgage or encumbrance documents. If either case applies, read that full subsection before gathering documents. An ordinary private sale checklist does not cover those requirements.
For transfer, the charter describes submitting complete documentary requirements, paying at the cashier and receiving the Official Receipt (OR). You then present the OR, receive the CR or CRE and sign the Certificate of Registration logbook. Fees are listed in the Citizen's Charter and computed at the LTO cashier.
Where CTPL fits in your registration
CTPL means compulsory third party liability insurance. It is one registration requirement alongside the other documents for your transaction. For more on the insurance itself, read our CTPL guide.
The initial registration charter names an "Appropriate Insurance Certificate of Cover (Third Party Liability)" and explicitly requires proof of electronic transmission. The transfer charter asks for proof of the electronically transmitted certificate. The renewal requirements also specify electronic transmission.
That is why getting a certificate copy is only part of this requirement. Ask the insurer about proof of electronic transmission when arranging your CTPL. The charter requires it; it does not give a separate explanation for that requirement.
The initial registration charter lists insurance companies accredited by the Insurance Commission as a source. See where to buy CTPL for guidance on arranging your cover.
